History

Following the 1994 Genocide against the Tutsi, Rwanda rebuilt its social fabric and reformed its political journey towards one aimed at unity, reconciliation, sustainable development goals and foreign policy that reflected these values. In the wake of a new era of unity, reconciliation, and inclusive prosperity, Rwanda at the United Nations have continuously partnered with UN programmes, agencies, and funds across a broad range of thematic areas.”

Ambassador Martin K. Ngoga

Permanent Representative of Rwanda to the United Nations

Ambassador Ngoga is the Permanent Representative of the Republic of Rwanda to the United Nations, a role he assumed in May 2025. He brings to this role over two decades of experience in diplomacy, international justice, and regional governance.

Before his appointment to the United Nations, Ambassador Ngoga served as Rwanda’s High Commissioner to the Republic of Kenya and concurrently as the Permanent Representative to the United Nations Environment Programme (UNEP) and UN-Habitat.

From 2017 to 2022, he was Speaker of the East African Legislative Assembly (EALA), where he played a pivotal role in advancing regional integration, legal harmonization, and inter-parliamentary cooperation within the East African Community. He had previously served as a Member of Parliament in EALA.

From 2015-2017, he served as Rwanda’s Prosecutor General following a tenure as Deputy Prosecutor General from 2006 to 2013. His notable contributions to Rwanda’s post-genocide justice process, begun earlier in 1999-2003 where he represented the Government of Rwanda at the International Criminal Tribunal for Rwanda (ICTR),

In addition to his diplomatic and legal career, Ambassador Ngoga serves as Chairman of the FIFA Investigatory Chamber.

He holds a Master of Arts in Genocide Studies and Prevention from the University of Rwanda and a Bachelor of Laws with Honor from the University of Dar-es-Salaam.
