Rwanda signs Memorandum of Understanding with Slovak Republic
Between 20th October to 24th October 2025, Ambassador Igor Cesar accompanied Rwandan delegation on a study visit to Slovakia, focused on sharing best practices in cybersecurity and the protection of classified information.
During the visit, the delegation met with Rastislav Chovanec, State Secretary of the Ministry of Foreign and European Affairs of the Slovak Republic. The two sides discussed opportunities for mutual exchange of expertise in cybersecurity, with an emphasis on strengthening cooperation in digital security across both nations.
Additionally, the Minister of State highlighted the growing interest from Slovak companies in entering the Rwandan market, particularly in sectors such as healthcare, information and communication technologies, and agriculture. Slovakia expressed its readiness to support these expanding business opportunities in Rwanda.
Ambassador Igor Cesar noted the importance of the developing partnership between Rwanda and Slovakia and expressed confidence in the potential for even deeper cooperation in the future. The partners also identified energy, agriculture, and the pharmaceutical industry as key sectors with significant collaboration potential. Both sides agreed that innovative, results-driven initiatives would be crucial for strengthening economic ties. Slovakia, recognized for its expertise in security and digital transformation, is seen as a valuable partner for Africa in these areas.

The highlight of the visit was the signing of a Memorandum of Understanding between the National Security Authority of the Slovak Republic and the National Cyber Security Authority of Rwanda, officially launching a new platform for institutional cooperation between the two countries. The visit was organized by SlovakAid – Sharing Slovak Expertise, further solidifying ties and paving the way for future collaboration in key sectors.
